
According to information provided by the Lenin District Court on January 13, Altynbek Abduvapa, the former head of the State Tax Service, and his deputy Islambek Kydyrgychov received their sentence.
Interrogations of Kydyrgychov and Abduvapa took place on December 5-6, 2024, at the State National Control Bureau (GNCB). A few days prior, searches were conducted in four district departments of the GNS in Bishkek.
After their detention, both former officials were held in the pre-trial detention center of the State Committee for National Security (GKNB), and their detention period was extended until January 14, 2026.
On December 25, 2025, the Lenin District Court of Bishkek found Abduvapa and Kydyrgychov guilty of abuse of office, according to Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic.
The court imposed a fine of 400,000 soms on Abduvapa, equivalent to 4,000 calculation indicators, and 300,000 soms on his deputy Kydyrgychov, which amounts to 3,000 calculation indicators.
Both former leaders were stripped of their rights to hold certain positions and engage in specific activities.
A third defendant in the case, T.A.A., was also found guilty of crimes under Articles 41, Part 4, and 267, Part 2 of the Criminal Code of the Kyrgyz Republic, including illegal trafficking in weapons and ammunition. He was fined 330,000 soms with similar restrictions on professional activity.
Furthermore, Abduvapa and Kydyrgychov lost their special ranks, class ranks, and state awards.
The preventive measure for both was changed from detention to a written undertaking not to leave until the sentence comes into legal force. For T.A.A., the preventive measure remained unchanged.
