Former head of the State Tax Service Altynbek Abduvayev got off lightly?


In the Lenin District Court of the capital, the trial of former chairman of the State Tax Service Altynbek Abduvayev and his deputy Islambek Kydyrgychov has concluded. Both were found guilty of abuse of office, but the court limited itself to imposing fines.

The criminal case was initiated following searches conducted in December 2024 at several divisions of the State Tax Service. Shortly thereafter, Abduvayev and Kydyrgychov were summoned for questioning at the State Committee for National Security (SCNS), where they were detained. Since then, they have been in pre-trial detention, and their arrest has been repeatedly extended until January 2026.

The verdict was announced on December 25, 2025: Abduvayev must pay a fine of 400,000 soms, while Kydyrgychov must pay 300,000 soms. Both are banned from holding certain positions, as well as from having special ranks and state awards. Until the verdict comes into force, they are under travel restrictions.

The third defendant in the case, known as T.A.A., also received a fine. He was found guilty not only of abuse of power but also of illegal arms trafficking. His fine amounted to 330,000 soms, and the measure of restraint remained unchanged.

In mid-2025, the head of the SCNS, Kamchybek Tashiev, stated that Abduvayev had assets amounting to about 55 million dollars. He questioned the origin of such wealth in the absence of official income. According to Tashiev, tax service employees had been giving the former head bribes ranging from 50,000 to 100,000 dollars. Media reports also indicated that the actions of the accused employees of the State Tax Service caused the state a loss of 3.2 billion soms.

The comparison of the sum of 55 million dollars and the fine of 400,000 soms, which is equivalent to less than 5,000 dollars, suggests that there are different structures in the country that detain corrupt officials, while others allow them to return to normal life. However, a final resolution in this case has not yet been reached, as it is possible that the prosecution will appeal to a higher court, and the verdict may then be reconsidered.
