Service fee canceled, but prices are rising: cafes and restaurants face hefty fines

As of January 1, 2026, a new regulation has come into effect in Kyrgyzstan that prohibits catering establishments, including restaurants and cafes, from charging a service fee.

According to the Antimonopoly Regulation Service, after the introduction of this ban, there have been cases where establishment owners formally canceled the service fee but, in reality, increased the prices of dishes to account for it. Such practices violate the law.
Monitoring compliance with this regulation has been entrusted to the Antimonopoly Regulation Service and the State Tax Service. Entrepreneurs face serious fines for such violations.

In particular, fines for underweight goods, reduced portion sizes, or deceiving customers amount to 16,500 soms for individual entrepreneurs and 51,000 soms for legal entities.

Additionally, a fine of 30,000 soms is imposed on individuals for selling goods at prices exceeding those indicated, and 15,000 soms for legal entities. Employers may also face similar fines for the absence of price tags in the national currency.

Regulatory authorities have urged citizens to report any violations if their rights are infringed.
