The Cabinet of Ministers of Kyrgyzstan has issued a decree introducing a temporary ban on the import of electronic cigarettes into the country.
1. Based on the decree, a temporary ban is introduced on the import into the Kyrgyz Republic of the following goods for a period of six months:
– electronic cigarettes and nicotine delivery systems containing nicotine liquid in one unit, classified under the EAEU customs code 2404 12 000 0;
– nicotine-containing liquids in cartridges, tanks, and other containers for use in electronic cigarettes, also classified under the EAEU customs code 2404 12 000 0.
2. The Ministry of Economy and Commerce must notify the World Trade Organization and the Eurasian Economic Commission about the introduction of this ban.
3. The Ministry of Foreign Affairs must inform the Executive Committee of the Commonwealth of Independent States about the introduction of the ban.
4. The State Customs Service and the Border Service must take measures to prevent the illegal import of the mentioned goods.
5. The previous decree of the Cabinet of Ministers “On the introduction of a temporary ban on the import of electronic cigarettes into the territory of the Kyrgyz Republic” dated July 2, 2025, No. 387 is recognized as invalid.
6. Control over the implementation of the decree is entrusted to the Department of Control over the Execution of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
7. The decree comes into force fifteen days after its official publication, as indicated in the document.
