Recently, the cabinet of ministers approved a resolution regarding a land plot in the Alamidin district of the Chui region, which is designated for the construction of the campus of the Kyrgyz-Russian Slavic University named after Boris Yeltsin.
The specified area, located in the rural district of Baytik Baatyr, covers 27.82 hectares. This plot has been reclassified from agricultural land to land designated for settlements. Of the total area, 25.38 hectares belong to the state, while the remaining 2.44 hectares are privately owned.
The main motive for changing the land status was the intention to implement a project for the construction of the campus of the intergovernmental educational institution — KRSU. This decision is based on the regulations of the Land Code of Kyrgyzstan and the law on the moratorium on changing the designation of irrigated lands, which allows exceptions for state and strategic projects.

Project of the KRSU campus According to the new resolution, the Alamidin district administration must ensure the termination of third-party rights to this plot, transfer it to state ownership before the start of construction works, amend the cadastral documents, and strictly adhere to urban planning, sanitary, and environmental standards, as well as seismic requirements.
The document also emphasizes the importance of preserving soil fertility, compensating for potential losses in agricultural production, protecting historical and cultural sites, and the necessity of involving an archaeologist in earthworks.
The oversight of the implementation of this resolution is entrusted to the administration of the President of Kyrgyzstan. The resolution will come into force 10 days after its signing.
