Temporary State Regulation of Land Relations Introduced in Kyrgyzstan

On December 16, the President of Kyrgyzstan, Sadyr Japarov, signed a decree introducing temporary control over land relations for a period of one year. This decision is aimed at completing the process of legalizing land plots, as reported by economist.kg.

This decree significantly alters the existing order. From the moment of its adoption until March 1, 2026, the work of land amnesty commissions operating under local administrations and city halls is suspended. This concerns the analysis of certain categories of objects specified in the legislation. The authorities' goal is to centralize management and regulate uncontrolled construction.
Who will have access to the amnesty
The decree clearly establishes the criteria for legalizing plots. The amnesty applies to land parcels with residential houses, including unfinished ones, located in areas prone to chaotic construction, formed before December 1, 2021.

Note: Applications from citizens must be submitted to the authorized bodies no later than July 1, 2025.
What will happen to new and vacant plots
A special state commission is being created to resolve conflict situations, which will deal with the legalization of vacant plots in areas of chaotic construction formed before December 1, 2021.

As for objects that appeared after the specified date, strict measures will be introduced for them. The state commission will explore the possibility of expropriating plots with illegally constructed houses after December 1, 2021, into state ownership.
