New Labor Payment Conditions Approved for Donor Projects in Kyrgyzstan

In Kyrgyzstan, new regulations regarding the remuneration of employees involved in donor projects funded by international financial organizations have been approved. This decision aims to improve the reward system within the framework of state investments and technical assistance.

This document covers projects implemented through the Ministry of Finance of the Kyrgyz Republic.
According to the new rules, basic salaries for employees have been defined, and additional allowances have been introduced.
In particular, if an employee is simultaneously involved in two projects, they are entitled to an additional payment of 15% of their salary. When working on three projects, this allowance increases to 20%, and for participation in four or more projects, it rises to 25%. Additional payments for experience in international projects are also provided: 10% for experience ranging from three to five years and 20% for experience exceeding five years.

Government agencies that are project implementers are required to withhold income tax monthly and remit social contributions in accordance with the current tax and social legislation of the country.

The previous resolution, adopted on July 12, 2022, has been repealed. The new remuneration conditions will come into effect on January 1, 2026.
