Kubanichbek Osmonbekov, a delegate of the People's Kurultai, voiced several proposals on December 26 regarding support for Kyrgyz citizens living abroad, as well as creating favorable conditions for their return to their homeland.

He noted that despite calls to return and work in Kyrgyzstan, the conditions remain insufficiently attractive. Osmonbekov proposed to organize a short number at the Ministry of Labor that would collect information about job vacancies in different regions of Kyrgyzstan, allowing compatriots to find work by phone.

Additionally, the delegate suggested implementing special benefits for citizens returning to their homeland in the area of obtaining state mortgages. According to him, many cannot manage the down payment, which is 50%. He proposed that, in collaboration with the National Bank, this down payment be reduced to 10-20%, which would simplify the return process.

Osmonbekov also called for support for investors working with compatriots under the "1+1" project and suggested creating mechanisms to attract investments through local administrations and ministries. He believes it is important to hold meetings with migrants at least twice a year to exchange experiences.

The delegate also drew attention to the visa policy of the Russian Federation, which limits the stay of business compatriots in the country to 90 days a year. Osmonbekov proposed discussing the possibility of abolishing the visa regime for those coming on private visits.

He also raised the issue of educating the children of Kyrgyz migrants in Russian schools, noting that a lack of knowledge of the Russian language creates difficulties. In this regard, he suggested organizing Russian language courses for migrant children in collaboration with the Ministry of Education.

In conclusion, Osmonbekov emphasized the need to open a representative office of the Ministry of Health in Russia, where about 600,000 compatriots live and require support. He noted that the representative offices of the Ministry of Labor and the Ministry of Migration in the Russian Federation are already functioning well.
