According to data received from the press service of the Ministry of Foreign Affairs, as of November 2025, 128,497 citizens of Kyrgyzstan have been included in the Register of Controlled Persons in Russia. These individuals do not have legal grounds to be on the territory of the Russian Federation.
The register includes those who are required to leave the country in an established manner, and it is important to note that there is no possibility of being excluded from it by paying fines or through other measures. This means that foreigners who have been included in this register are obligated to leave the Russian Federation.
In case citizens contact diplomatic representations, they are provided with consultations in accordance with Russian legislation. If someone believes that their inclusion in the register was a mistake, they can submit a written application, which will be sent to the migration service of the Ministry of Internal Affairs through the Ministry of Foreign Affairs to clarify the reasons.
As noted by the Ministry of Foreign Affairs, in most cases, those citizens who did not extend their temporary stay end up in the register. In particular, this concerns those who did not leave Russia on time after September 10 and, having exited and re-entered, expected to "reset" their migration history. According to Russian legislation that came into force in 2025, foreigners who have not extended their stay for 90 days can only re-enter the country after one calendar year. This means that "resetting" is only possible after a year.
At the moment, citizens included in the register have the opportunity to leave Russia by the end of December and then return in the new calendar year. Many of them are actively exercising this right.
In the case of erroneous inclusion in the register, citizens have the right to contact the relevant divisions of the Ministry of Internal Affairs of the Russian Federation with a request for a review of their data or removal from the list, according to information from the Ministry of Foreign Affairs.
