The Ministry of Education of the Kyrgyz Republic has announced its key achievements for the year 2025.

According to the provided information, the number of children enrolled in preschool education in 1,997 full-day kindergartens reached 257,300, which is an increase of 23,400 children and 85 kindergartens compared to 2024.
Based on data from the National Statistical Committee, the coverage of preschool education was 32.3%, an increase of 4% compared to the 2023-2024 academic year. In the 2024-2025 academic year, according to operational data from the Ministry of Education, the total number of children receiving preschool education and preparation reached 44.3%, including pre-school preparation. Currently, the coverage of children aged 3-5 years is 50%, according to information from district education departments.
The Cabinet of Ministers of the Kyrgyz Republic approved the resolution dated May 15, 2025, No. 257, which introduces the State Educational Standard "Preschool Education and Child Care." Within the framework of this standard, a Program for the Development of Children Aged 1 to 6 Years was developed.
An Early Development Assessment Tool (EDAT) has been created for children aged 4-5 years, which includes a child development map, methodological recommendations, and questionnaires for educators, parents, and heads of preschool educational organizations.
560 preschool educational institutions have been established, including 500 short-term kindergartens and 60 development centers across the country.
The voucher system for preschool education is now fully automated on the platform https://balalyk.edu.gov.kg/accelerator/voucher/. Thanks to special support programs, low-income families and children with disabilities can receive compensation ranging from 2,000 to 4,560 soms each month.
In the first 11 months of 2025, 1,117 applications for vouchers were registered, which is 366 applications more compared to September. A total of 4,032,800 soms has been allocated for the pilot testing of the voucher financing mechanism for preschool education.
A unified registry of all kindergartens in the country, regardless of ownership, has been created on the automated information platform "Balalyk."
For the effective use of sleeping facilities, 570 kindergartens and the creation of additional groups, 927 million soms have been allocated, which is 254 million soms more than in 2024. In 358 standard preschool educational institutions, 419 new groups were opened, accommodating 10,707 children. More than 100 jobs have been created for specialists in these groups, including 502 educators and 386 assistants.
Under the "Preferential Lending for the Development of Preschool Education" program, loans have been issued for the construction and reconstruction of kindergartens at a low interest rate of 10% (OAO "Aiyl Bank" and OAO "Eldik Bank"). Five citizens received preferential loans totaling 17 million soms. To date, 4 new kindergartens have been opened.
The "Grow in Love" project, aimed at comprehensive support for children with disabilities, is being successfully implemented in the Jalal-Abad region. As part of this project, 800 parents have been trained and 64 specialists of a transdisciplinary team have been prepared.
In 2025, 25 kindergarten buildings that were previously illegally privatized were returned for their intended use. In the same year, 91 kindergartens were opened, of which 32 were newly constructed.
