The Ministry of Education Summarized the Results of Work for 2025

The Ministry of Education has presented the results of its activities for the year 2025. According to the agency, the coverage of preschool education has increased to 32.3%, which is 4% higher than in previous years. If we consider school readiness, in the 2024/25 academic year, various forms of preschool education reached 44.3% of children.
Throughout the year, the regulatory framework was updated: a state educational standard for preschool education and child care was adopted, and a development program for children aged one to six was developed. To assess early development, a special tool for children aged four to five was introduced, which helps educators and parents monitor the child's development and adjust the educational process as needed.
One of the key areas has been infrastructure. In the regions, the construction of 560 preschool organizations was completed, including short-term kindergartens and development centers. In 2025, 91 new kindergartens opened, 32 of which were built from scratch. Additionally, 25 buildings that were previously illegally privatized were returned to the state and are now being used for their intended purpose.
The voucher system for attending kindergartens is also continuing to develop. It is now fully automated and operates through the "Balalyk" platform. Over 11 months in 2025, 1,117 applications were submitted through the voucher system, which is significantly more than at the beginning of autumn 2024. More than 4 million soms were allocated for the pilot implementation of the mechanism.
To increase the number of places in existing kindergartens, 927 million soms were allocated in 2025, which is 254 million more compared to the previous year. Thanks to more efficient use of facilities, 419 additional groups were opened in 358 standard kindergartens, accommodating more than 10.7 thousand children. This also contributed to the creation of hundreds of new jobs for educators and other specialists.
The state also supports private initiatives. Under the preferential lending program, entrepreneurs can obtain loans at 10% per annum for the construction and reconstruction of kindergartens. In 2025, such loans were provided to five entrepreneurs for a total of 17 million soms, allowing for the opening of four new kindergartens in the country.
Special attention is given to children with disabilities. In the Jalal-Abad region, the "Grow in Love" project is being implemented, within the framework of which 800 parents were trained and 64 specialists were prepared to work with families and children on an interdisciplinary basis.
