The website of the Jogorku Kenesh has published a draft law that proposes amendments to the existing law on state and municipal service in Kyrgyzstan. The initiator is Deputy Dastan Bekeshev.
According to this draft law, citizens with disabilities will have the opportunity to apply for state and municipal positions without participating in competitions, provided they meet the necessary qualification requirements and submit a personal application.
Additionally, the document stipulates the introduction of an obligation for heads of state institutions and local self-government bodies to comply with quotas when employing people with disabilities. This implies that such individuals should be considered for appointment to vacant positions from a personnel reserve consisting of citizens with disabilities. If there are no suitable candidates in the reserve, appointments will be made according to the general provisions of the law.
If the law is adopted, it will come into effect ten days after its official publication.
