A draft law has been presented to the Jogorku Kenesh that amends several regulatory acts concerning the maintenance of silence and the prevention of offenses. In particular, the changes affect the Code of Offenses, as well as the laws "On the Basics of Preventing Offenses" and "On Silence."

The proposed changes include expanding the possibilities for collecting evidence in cases of offenses, allowing them to be documented not only on paper but also in digital format, including documents with electronic signatures and photo or video materials.
One of the most significant changes will be the clarification of the provisions of the Law "On Silence." The draft proposes to allow noisy celebrations associated with the New Year from 10:00 PM on December 31 to 3:00 AM on January 1, which will help avoid restrictions during this period.
Additionally, the draft law introduces a new article concerning the prevention of public order violations. Homeowners, management companies, and neighborhood committees will be empowered to participate in preventing noise violations, conduct explanatory activities, and document instances of noise, submitting reports with evidence to the authorized bodies for further processing of protocols.

The scope of powers for entities involved in the prevention of offenses will also be expanded, enabling them to engage in legal education for citizens and document instances of noise violations for subsequent submission to state and municipal authorities.
