Retired Security Personnel Offered Free Public Transport in Bishkek and Osh

The Cabinet of Ministers of Kyrgyzstan has presented for discussion a project that proposes to introduce free public transport for pensioners working in law enforcement agencies.

According to this project, starting from January 1, 2026, free transport services should be provided for pensioners registered with the Ministry of Internal Affairs, the State Penitentiary Service, the State National Security Committee, as well as the Ministries of Defense and Emergency Situations, the Border Service, the Prosecutor's Office, the Special Communications Service of the Ministry of Transport, and other state institutions related to military service in the cities of Bishkek and Osh.
This benefit will be available to men who have reached the age of 50 and women over 45, provided that they are registered at their place of residence in Bishkek or Osh.
The project also clarifies the procedure for reimbursing carriers' expenses. It is proposed to establish that compensation for income losses arising from the introduction of benefits will be covered by the republican budget in cases of decisions made by the Cabinet of Ministers, and by local budgets if the decision is made by local councils.

The Ministry of Finance has been instructed to allocate the necessary funds for compensating transport expenses when drafting the republican budget for 2026 and subsequent years. In addition, the mayors of Bishkek and Osh have been recommended to take the necessary measures to implement this initiative if it receives approval.
