The President of Kyrgyzstan, Sadyr Japarov, stated that the housing offered through the state mortgage program is not expensive. This statement was made during the IV People's Kurultai, which took place on December 26 in Bishkek. Commenting on the remark by delegate Saadatbek Kusegenov regarding high housing prices from the State Mortgage Company (GIK), the president noted that in 2021-2022, private construction companies were invited to participate in the state mortgage program. However, despite the government's offer to build mortgage housing at a price of $600-$700 per square meter, they refused and demanded an increase in price to $1000. As a result, the government created the company "Kyrgyzstroyservice," setting the price for housing construction in the Chui Valley at $700 per square meter "turnkey" for transfer to GIK. For the regions, the price was set at $750 "turnkey," as construction materials such as rebar and cement are supplied from Bishkek, the president added. As an example of the final price for recipients of the state mortgage, he mentioned the residential complex "Muras," where nearly 5,500 apartments are being built on an area of 8 hectares. The State Mortgage Company offers apartments from this project at a price of $950 for a term of 25 years with no down payment. "Why does GIK add $250 to the base price? This money does not go into anyone's pockets; it goes into the budget of the state company. Over 25 years, there will be inflation, so the $250 is intended to cover it. This is a state program created for the people," the president explained. Sadyr Japarov also reported that the authorized capital of GIK has been increased to $1 billion, whereas in 2021 it was around 10 million soms. According to him, in 2026, it is planned to increase the authorized capital of GIK by another $1 billion, bringing it to $2 billion. "After that, we will stop allocating budget funds to the State Mortgage Company, and they will be able to provide housing for the population using these $2 billion," the president added. Sadyr Japarov also noted that in the future, mortgage housing will be built in small towns.
