Sadyr Japarov: "Pre-trial detention centers are not a resort"


At the People's Kurultai, a delegate from Osh, Aysalkyn Karabaeva, raised the pressing issue of the conditions in which prisoners are held in pre-trial detention centers. She noted that access to electric stoves for the inmates is limited, which causes dissatisfaction among them.

In response, President Sadyr Japarov stated that such demands are unfounded. He emphasized that he has personal experience of being in places of detention and understands what the conditions are like there.

“I served time myself: nine months the first time, three and a half years the second. I never complained about the conditions. Pre-trial detention centers are not a resort,” the president declared.

Furthermore, he explained that the use of electric stoves in the cells is restricted due to the need to conserve resources. According to him, electricity is funded from the state budget, and its consumption must be justified.

“We cannot allow the stoves to be turned on, especially around the clock. The facilities have their own heating, which is sufficient,” the head of state added.
