At the IV People's Kurultai, President Sadyr Japarov commented on the proposal by delegate Estebes Mamatov to shorten the duration of schooling to 11 years. The delegate pointed out the problem of overcrowded classrooms, where sometimes up to 50 children study.

The President noted: “The problem of overcrowded classrooms is not related to 12 years of education. It is caused by internal and external migration, especially in cities like Bishkek, Osh, and Manas. Moreover, many parents prefer certain schools, most often Russian ones, believing that the quality of education is higher,” he explained.

Japarov emphasized that he has instructed to create conditions to ensure an equal level of teaching in different schools.

The head of state also stated that there is currently a shortage of personnel in the fields of education and medicine, as specialists are reluctant to work due to low salaries. He assured that the decision to transition to 12 years of education is a standard that the country aspires to.

According to him, graduates of 12 classes in Kyrgyzstan will be able to easily enroll in foreign universities, starting their studies in the first year. At present, graduates of 11 classes with a certificate face the necessity of taking preparatory courses abroad, effectively completing the 12th grade in another country.

“I say this from personal experience. In 2013, my family moved to Europe, and we lived there for four years. After my child finished 11 classes and received a certificate, we decided to apply to the University of Warsaw. However, we were told that we could not enroll immediately and needed to study for one year under the 12-year program,” Japarov shared his experience.

“Only by seeing this firsthand did I realize how important it is to transition to 12 years of education,” he added.
