Sadyr Japarov emphasized that the Kurultai plays an important role as a platform for direct communication between the authorities and the population. Unlike deputies, who cannot cover all regions, the delegates of the Kurultai represent the interests of almost all settlements and voice local issues directly.
The president urged caution in granting additional powers to delegates, noting that introducing mandates for one or two years could open opportunities for abuses by local authorities, such as ayil okmotu and akims.
He cited the events after 2005, when some public organizations used similar credentials for manipulation and extortion.
Japarov noted that the People's Kurultai only began its existence four years ago and is currently in the process of formation. He emphasized that this institution needs time to gain experience and create stable working mechanisms before making significant changes to the legislation.
Additionally, the president reminded of the difficult discussions during the development of the Constitution in 2021 and the establishment of a functioning electoral system. He stressed that state institutions should not change every year in response to current demands, and reforms should be carried out thoughtfully and gradually.
“There is a time for everything. Experience will come, and then the time for new decisions will arrive,” concluded the president.
