It is worth reminding that on December 10, 2025, the Constitutional Court, considering the president's submission, concluded that the restoration of the death penalty through a constitutional amendment is unacceptable and contradicts the Fundamental Law.
Earlier, President Sadyr Japarov proposed to reinstate the death penalty for particularly serious crimes against women and children. This statement was made after the tragic murder of 17-year-old Aysulu Mukasheva, who was kidnapped and raped on September 27, which caused a wide public outcry.
