- On December 26, the delegate from the capital, Baktybek Shambetov, proposed the need for control over the activities of private developers in residential areas of Bishkek.
Shambetov noted that private companies are purchasing land plots of 5–6 hundred square meters from local residents, as well as demolishing houses in residential zones to construct three- and five-story apartment complexes, which are then sold privately. “This is, of course, business, but such development of new buildings harms the residents, creating significant problems for them,” he said.
In his opinion, construction should only occur with the consent of local residents and under fair conditions for the purchase of real estate.
“Nevertheless, more than 25 residential houses have already been demolished. Construction companies ignore regulations: they change the designation of plots, violate boundaries, and do not ensure the availability of parking spaces, playgrounds, and green areas. Moreover, there are difficulties with connecting to water supply and electricity networks,” the delegate added.
He also noted that the height of new buildings continues to increase.
“Now buildings are appearing with heights of 3 to 5 stories and more, while for us, multi-story buildings are considered to be structures from 9 to 40 stories. We have repeatedly appealed to the Ministry of Construction to address the issues that have arisen, but they remain relevant,” Shambetov concluded.
