As of today, the republic is facing serious problems in the field of electricity, as reported by Deputy of the Jogorku Kenesh Gulya Kozhokulova during a meeting of the committee on industry, transport, energy, architecture, and construction, which took place on December 26, 2025.

During the discussion, she addressed the First Deputy Minister of Energy Emilbek Ismanov with a question about why the population is not warned about planned power outages and when they will cease.

Ismanov responded that the main reason for the current situation is the lack of water resources.

He added: “We expect to emerge from the energy crisis by 2028, and within the next three years, we will be able to overcome the electricity deficit and dependence on imports.”

Kozhokulova also noted that new residential complexes are actively being built in the country, which requires connection to the power grid. She inquired about how control over this process is carried out and on what criteria permits are issued.

The Deputy Minister explained that to address this issue, the commissioning of additional substations is planned, with approximately 1 MW of power required for each house.

In addition, the deputy suggested considering the possibility of introducing emergency measures for industrial facilities and mini-workshops in the context of the crisis, and perhaps it is worth suspending something.
