Sadyr Japarov on the Pretrial Detention Center: "I myself was in prison for almost 4.5 years - and I didn't complain"

In response to the appeal from the delegate of the People's Kurultai regarding the conditions in the pre-trial detention center (SIZO-1), President Sadyr Japarov noted that the detention center is not intended for comfortable living.

“The SIZO is not a resort, and that is precisely why it is called a SIZO,” he emphasized.

Japarov added that the use of stoves in the detention center is prohibited; however, the facility is fully provided with heating and electricity funded by the budget. The president pointed out that the costs for electricity are covered by taxpayers.

“I have experience of being in a SIZO twice: the first time for nine months, the second time for three and a half years. I did not complain. I endured it because it is a SIZO,” the president recounted.

He also noted that in recent years, conditions in the penitentiary system have significantly improved.

“Previously, people deteriorated in prison, but now they have a chance for rehabilitation. Inmates receive free three meals a day, clothing, as well as uniforms that are the same for both summer and winter. They can work and earn money; some even send funds to their families,” added Sadyr Japarov.

The head of state emphasized that the conditions of detention in the past were significantly worse.

“When I was in detention, I wore torn rubber slippers stitched with wire, and I walked like that in winter. There were inmates who had no relatives, and no one to help them. Now everyone has the same conditions,” the president concluded.
