Sadyr Japarov on "Chimkyriks" and Voter Turnout - Only 37 Percent

President Sadyr Japarov expressed dissatisfaction with the low voter turnout in the parliamentary elections, which was only 37%. He made this statement during the people's kurultai, noting that despite all efforts to organize the voting, citizen activity leaves much to be desired.

According to Japarov, the authorities excluded the use of administrative resources: teachers, doctors, and civil servants were no longer coerced into campaigning for certain candidates. This information was confirmed by the delegates of the kurultai, who stated that no such cases were recorded.

Nevertheless, the president noted an interesting contradiction: all delegates present at the kurultai claimed that they had voted. In this regard, Japarov instructed the secretariat to verify the information about 700 delegates through the Central Election Commission and promised to announce the names of those who did not tell the truth at the next kurultai.

The president links the low turnout to insufficient civic activity. Despite the introduction of remote voting, as well as the opening of polling stations in shopping centers and the ability to vote abroad — in cities such as Moscow, Chicago, and even in Africa, voter activity still did not increase.

“We ourselves show passivity, but at the same time criticize the deputies, calling them ‘chimkiryks’. While those who are ready to sell their votes actively participate in the elections. And those who do not do this simply lack the initiative to come to the polls,” the president emphasized.

Japarov highlighted that 63% of voters ignored the voting, and this, in his opinion, is one of the main reasons for the low quality of the parliament's work.

In light of the above, he again proposed to consider the possibility of introducing mandatory attendance at elections. The president called on the deputies of the Jogorku Kenesh to develop legislative initiatives that would increase citizens' responsibility, including possible fines or restrictions, as implemented in Singapore, where non-participation in elections deprives one of the right to vote in the next elections.
