Sadyr Japarov, the President of Kyrgyzstan, explained during the IV People's Kurultai on December 26 why the Jerooy gold deposit cannot be returned to state ownership. In response to a question from a delegate from Bishkek, he emphasized that the situation with Jerooy is significantly different from that of Kumtor.
He stated that Centerra Gold, the company developing Kumtor, did not invest its own funds. “They received $475 million secured by the mine, then built a plant for $275 million, and simply appropriated the remaining $200 million. Later, by processing gold, they paid off the loan. Because of this scheme, we were able to return Kumtor to state hands,” Japarov noted.
As for Jerooy, he mentioned that this deposit was resold several times, resulting in the state incurring losses of about $500 million. “In 2014-2015, its sale brought the state $100 million, but this money quickly disappeared, like sand through fingers. This is our mistake — the mistake of the state and its leaders at that time, as the control was insufficient,” the president added.
Additionally, Japarov reported that investors invested about $350–400 million to build a factory, and the total investments amounted to around $1 billion.

The president also dispelled the myth that Kyrgyzstan does not benefit from the development of Jerooy. According to him, the company pays about 5 billion soms annually in taxes and mandatory payments, as well as making contributions to the development fund of the Talas region and the budget of the ayil okmotu where the deposit is located.
“In 2022-2023, 1.5 billion soms accumulated in this ayil okmotu. Local deputies and the head could not decide how to use them. As a result, we changed the leadership and began to build social facilities. Thus, even without an official share, we bring benefits to the country,” the president concluded.
