No Catalyst - You Can't Register the Car. A New Proposal to Combat Smog

The Ministry of Economy, acting on the instructions of the Cabinet of Ministers, has initiated a proposal to create a mechanism that will allow for checking the presence of catalysts in cars during their registration and re-registration. This was announced at a press conference by Nursultan Tashibek uulu, head of the Department for Air Protection of the Ministry of Natural Resources, Ecology, and Technical Supervision.

Currently, an interdepartmental commission is functioning, working on improving air quality in Kyrgyzstan. From 2021 to 2023, a comprehensive action plan was developed, which was then transformed into a priority action plan. This year, the commission created an interdepartmental plan to improve air quality in the country, and its powers were expanded.

“The condition of the old vehicle fleet is one of the main reasons for air pollution in Kyrgyzstan. More than 1 million vehicles are registered in the country, and over 80% of them are older than 15 years. In Bishkek, according to official statistics, there are more than 400,000 such cars. As cars age, the catalyst, which is responsible for filtering exhaust gases, fails. We conduct raids to identify places where catalysts are bought. It is important for every citizen to understand that this unit must be mandatory,” emphasized Nursultan Tashibek uulu.

A car cannot move without wheels, and a catalyst is also necessary in the exhaust gas filtration system.

“Currently, mandatory technical inspection is not provided for all vehicles; it exists only for passenger and freight transport. If such inspections were conducted, it would be possible to determine during the annual check whether a catalyst is present and how safe the exhaust gases are. In this regard, we are looking for alternative ways. One solution could be to check for the presence of a catalyst during the registration and re-registration of a vehicle. If it is not present, registration will not be carried out. This is currently just a proposal, and we are waiting for approval from government bodies, after which there will be a public discussion. As an ecologist, I urge citizens to support this initiative. The issue will be submitted for consideration in the first quarter of next year,” he added.
