The Cabinet of Ministers has made a decision on the procedure for organizing research work in state institutions, aimed at strengthening the role of science in the sustainable development of the country.
In accordance with the new resolution, scientific and technical councils will be established in ministries and other state bodies, and a unified mechanism for formulating proposals for scientific research will be put in place. This document is an implementation of the Law "On Science" and the presidential decree "Uluu Dem — Dүynөlük Biiktyk".
State bodies, with the exception of the National Bank and the Social Fund (upon agreement), will be instructed to allocate at least 1% of the funds from the central apparatus annually for research, experimental design, and project survey work, as well as other scientific and technical activities in accordance with their core activities.
Control over the implementation of this resolution is entrusted to the presidential administration. The new procedure will come into effect in a week.
