Starting January 18, 2026, regulations on deepfakes come into effect in Kazakhstan

Starting January 18, 2026, new legislation regarding the creation and distribution of materials generated by artificial intelligence, including deepfakes, will come into effect in Kazakhstan.

The key requirement is the introduction of mandatory labeling for content created using AI. This labeling must be machine-readable and contain visual or textual warnings that the material is synthetic. This rule applies to both media outlets and any online resources.

The responsibility for compliance with these regulations lies with the owners of AI systems, as well as users who distribute content without the appropriate labeling. The following penalties are established for violations:

administrative fines ranging from 15 to 100 MRP depending on the category of the offender;

fines for disseminating false information, varying from 20 to 100 MRP;

criminal liability, including a fine of up to 3000 MRP or imprisonment for up to three years, if the deepfake causes significant harm or poses a threat to public order.

The main goal of this law is to protect citizens from misinformation, ensure transparency in the use of AI in media, and create legal mechanisms to combat false content.
