The Ministry of Internal Affairs proposes to send rulings on offenses electronically

The Cabinet of Ministers has presented for public discussion a draft resolution that proposes the introduction of rules for sending copies of resolutions on administrative offenses and related materials in electronic format. This was reported by the press service of the Main Department for Ensuring Road Safety of the Ministry of Internal Affairs on January 5.

The draft pertains to documents that are generated based on data obtained from automated certified technical means, including cameras for photo and video recording intended for documenting offenses.

The initiative was developed within the framework of the presidential decree regarding the Concept of Digital Transformation of Kyrgyzstan for 2024–2028, as well as in accordance with the amendments made to the Code on Offenses.

According to the justification, the previous document circulation procedure primarily relied on paper carriers and personal delivery of documents, which did not meet modern requirements and created unnecessary financial and administrative costs for both government agencies and citizens.

The main goal of this project is to create unified and clear rules for the electronic submission of legally significant documents, as well as to improve the accessibility and efficiency of administrative procedures.

The document emphasizes that electronic documents have the same legal force as paper ones. Their use will significantly accelerate the process of informing citizens about decisions made.
