The President signed a law on tax and administrative benefits for businesses and citizens

The document includes the cancellation and reduction of several taxes, as well as new rules in various areas


Sadyr Japarov signed a new law concerning changes in legislation regulating taxation, social insurance, and non-tax revenues. This was reported by the president's press secretary, Askhat Alagozov.

The purpose of the adopted law is to support certain sectors of the economy and to implement the presidential decree issued on December 5, 2025. The document provides for comprehensive tax, financial, and administrative benefits for individual entrepreneurs, legal entities, and citizens.

In particular, the law abolishes value-added tax on the import of equipment, technologies, reagents, and semi-finished products necessary for jewelry production. Additionally, until January 1, 2029, there will be no tax levied on the sale of vehicles for all categories of taxpayers.

As for individuals, until January 1, 2026, tax debts arising from transactions involving the re-export of vehicles will be written off. The sale of vehicles produced or assembled in Kyrgyzstan, as well as their components, will also be exempt from taxation.

In the field of labor and social insurance, separate measures are provided. For example, for workers in the garment and textile industry, a minimum income tax of 1% of the average salary is established until January 1, 2030, and unified rates of insurance contributions are introduced. For citizens renting out property, the insurance contribution rate is reduced to 6% of the reduced average salary.

Some tax rates have also been reduced:
— the unified tax on activities outside Kyrgyzstan — from 1% to 0.1%;
— tax on transactions through foreign banks — from 0.2% to 0.1%.

The law also provides for a two-month period for the legalization of remaining jewelry made of precious metals, introducing a moratorium on tax audits during this time. At the same time, licensing for the retail sale of alcoholic beverages is abolished, and tax disputes are excluded from the jurisdiction of arbitration courts.

Along with the relaxations, new responsibilities for violations are introduced. A new article has been added to the Code of Offenses, establishing fines for activities with jewelry without special accounting: 5,000 soms for individuals and 13,000 soms for legal entities.

Responsibility for the illegal movement of goods and vehicles across the borders of the Eurasian Economic Union countries has been tightened. Fines have been increased to 20,000 soms for individuals and up to 65,000 soms for legal entities. For repeated violations within a year, stricter measures are provided, including the confiscation of goods and vehicles.

The law was approved by the Jogorku Kenesh on December 24, 2025.
