Starting from January 20, 2026, Federal Law No. 257-FZ dated July 23, 2025, will come into effect, which introduces changes to the rules for crossing the border for minor citizens of Russia.

Brief Overview of Changes

Now, a birth certificate will no longer be considered a valid document for crossing the state border. These changes apply to the travel of minor Russian citizens to the following countries:

Starting from January 20, 2026, in order to cross the border, it will be necessary to have a domestic passport of the Russian Federation (if it has already been issued) or a foreign passport for the child.
