Tax and insurance reliefs for businesses introduced in Kyrgyzstan


According to the press secretary of the president, Askhat Alagozov, the head of state has signed a law that introduces tax and insurance benefits for various categories of entrepreneurs, both individuals and legal entities.

This law is an implementation of the decree dated December 5, 2025, which concerns the support of certain sectors of the economy. The main goals of the document are to reduce the tax burden, support production, and legalize certain types of economic activities.

In particular, the law abolishes value-added tax for equipment and materials used in the jewelry industry. Additionally, until January 1, 2029, there is an exemption from tax on the sale of vehicles, and until January 1, 2026, individuals will have their tax debts forgiven that arose from the re-export of vehicles.

Moreover, the sale of vehicles produced or assembled in Kyrgyzstan, as well as their components, will not be subject to taxation. Tax rates on operations abroad and bank transactions through foreign banks have been reduced to 0.1 percent.

For workers in the textile and garment industry, a minimum income tax rate of 1 percent of the average salary has been established until January 1, 2030. Furthermore, for landlords, the insurance contribution rate is set at 6 percent of the reduced average salary.

The law also allows for the legalization of previously imported or produced jewelry made of precious metals within two months, during which a moratorium on inspections by tax authorities will be in effect. Licensing for the sale of alcoholic beverages has been abolished, and the consideration of tax disputes will no longer fall under the jurisdiction of arbitration courts.

Additionally, amendments have been made to the Code of Offenses of the Kyrgyz Republic. A new article introduces liability for activities involving jewelry without special registration, and measures for the illegal movement of goods and vehicles across the borders of EAEU countries have been tightened. Higher fines and confiscation of property are provided for repeated offenses.

The law was approved by the Jogorku Kenesh of the Kyrgyz Republic on December 24, 2025.
