Starting January 2, 2026, an updated Criminal Code will come into effect in Indonesia, introducing criminal penalties for extramarital relationships and cohabitation without official registration. This law applies to both local residents and foreign citizens, including tourists vacationing in Bali. This has been reported by international news agencies.

Under the new legislation, only a limited circle of individuals can initiate proceedings: a spouse, parents, or children of the alleged offender. The police do not have the right to independently initiate cases in such instances.
If infidelity is confirmed, the offender may face a penalty of up to one year in prison.
The new Criminal Code was adopted in December 2022 and came into effect after a transitional period. It replaced previous legislative norms that had been in place since the colonial rule of the Netherlands.

Indonesian authorities view the new code as a step towards shedding colonial heritage. They emphasize that the norms are not intended for mass checks of tourists. Nevertheless, human rights organizations express concern about the potential restriction of personal freedoms and the negative impact on the tourism industry.
In addition to the ban on extramarital relationships, the code also introduces criminal penalties for blasphemy and apostasy.
Indonesia remains one of the most popular tourist destinations in Southeast Asia. Previously, the country's government stated its intention to maintain the tourist image of Bali and other resorts.
