As part of the public discussion, a draft law was presented concerning amendments to the Code of Offenses. These amendments propose the introduction of liability for the import, sale, and storage of bulk coal in the territory of Bishkek and the Chui region.
The draft law suggests adding a new article 234 to the code, which will establish fines for the use of coal with a fraction size of 0-13 millimeters. The only exceptions will be those supplies intended for heating organizations.
In case of non-compliance with the provisions of the draft law, the following penalties are proposed:
for individuals — 7,500 soms;
for legal entities — 23,000 soms.
The authors of the initiative emphasize that these changes are aimed at regulating the coal market, as well as reducing the negative impact on the environmental situation and air quality in the capital and its surroundings.
