According to the government's press service, this document was developed to implement the National Development Program, which is planned until 2030.
The goals set within the national program focus on eight key indicators, including economic and social metrics, as well as international rankings.
Among the main objectives are:
— maintaining an average annual real GDP growth rate of 8 percent;
— achieving a GDP level of at least 30 billion dollars;
— increasing GDP per capita to 4,500 dollars;
— placing the country in the top 30 for the implementation of the Sustainable Development Goals;
— improving the position of the Kyrgyz Republic in the Human Development Index by 10 points.
The strategy includes 900 activities distributed across various areas:
- development of spiritual and moral values;
- industrialization;
- regional hub;
- agriculture and tourism;
- green energy;
- support for small and medium-sized enterprises;
- development of financial markets;
- digitalization;
- development of human potential and decent work, among others.
As part of the creation of a regional hub, the plan includes measures such as improving roads, modernizing infrastructure and border points "Torugart" and "Irkeshtam"; constructing the international highway Barskoon — Uchturfan — Aksu; completing the railway project China — Kyrgyzstan — Uzbekistan; implementing the Kyrgyz-Kazakh industrial trade and logistics complex near the road checkpoints "Ak-Tilek" and "Karasu"; opening the "Bedel" crossing point and other initiatives.
Regarding green energy, the plan includes measures for the construction of the Kulanak HPP, Kulanak-2 HPP, Upper Naryn cascade of HPPs, Sary-Jaz and Chatkal cascades of HPPs; implementation of key stages in the construction of the Kambaratinskaya HPP-1, Kazarman cascade, and Suusamyr-Kokomerensky cascade of HPPs; as well as projects for the construction of the overhead power line "Kemin — Balakchy" and others.
The effective implementation of this action plan will serve as the foundation for achieving the goals set forth in the National Development Program of the Kyrgyz Republic until 2030.
