- Previously, a large portion of the state budget was allocated to salary payments, which practically excluded the possibility of investing in development. Currently, 35% of the budget will be directed towards development. This was announced by the First Deputy Chairman of the Cabinet of Ministers of Kyrgyzstan, Daniyar Amangeldiev, in an interview with state media.
According to him, the budget for 2026 should be viewed not as a social budget, but as a development budget. The projected economic growth for 2024 was initially set at 9%, but after revision, this figure increased to 11.5%. This result was achieved thanks to effective inflation control and the saturation of the domestic market with locally produced goods.
Significant attention in budget policy is given to the implementation of strategic and infrastructure projects. The budget includes funding for the construction of the China-Kyrgyzstan-Uzbekistan railway, as well as the Kambar-Ata HPP-1 and the development of the Kara-Keche coal deposit. Support measures for small and medium-sized businesses are also included, including state guarantees for large projects.
Additionally, from the first half of 2026, the creation and implementation of programs aimed at addressing the most pressing socio-economic issues are planned.
“Our president initiated a survey among entrepreneurs in the textile industry through social networks and gave specific instructions to the government. The first of the identified problems is border issues. The second is the employment of Kyrgyz citizens returning from abroad. The third is the accessibility of loans,” he noted.
Among the tasks of the Cabinet is to reduce the country's dependence on electricity imports. It is expected that by 2028, the electricity deficit of 3.5 billion kWh will be completely eliminated.
