Chairman of the GNS Alambet Shykmamatov summed up the year

At a recent meeting of the GNS of Kyrgyzstan, Chairman Alambet Shykmamatov summarized the agency's work for the year 2025.

At the beginning of the meeting, Shykmamatov congratulated the staff on the upcoming 2026 year and noted that the outgoing year had been successful for the service in terms of task fulfillment.

According to him, the planned tax and insurance revenues amounted to 343 billion soms, however, the actual amount received was 389 billion soms, which allows for a report of exceeding the plan by 113.6% and an excess of 46.5 billion soms. Compared to last year, the total revenue increased by 87.5 billion soms, with a growth rate of 28.9%. These results became a record for the GNS.
“The tax plan this year was set at 268 billion soms. Considering the remaining 2-3 days, we predict that actual revenues will reach 307-308 billion soms, which is 40 billion soms more than initially planned. This is 79 billion soms more than last year,” added Shykmamatov.

He emphasized that in 2026, the GNS aims to achieve new historical heights.

Shykmamatov noted that the agency has all the necessary resources for this — experience, potential, as well as new mechanisms, rules, and methods of operation, including digitalization and analytical tools that will be implemented next year.

Additionally, the chairman of the GNS outlined the tasks for the upcoming year, including efforts to reduce tax arrears and combat the shadow economy. These measures will help increase budget revenues.

“The President of our country has set the GNS a number of strategic and important tasks aimed at alleviating the tax burden for small and medium-sized businesses and certain sectors of the economy. Within the framework of economic policy, support for production, development of small and medium-sized businesses, expansion of the tax base, and attraction of investments will continue,” he noted. Shykmamatov added that next year relevant decrees will be issued and changes to legislation will be made, creating conditions for the development of startups and modern business models, turning Kyrgyzstan into a favorable environment for their growth.

He also announced the presentation of a new electronic accounting system "Kezet" in January 2026.

According to him, this system will allow for contactless desk audits and improve analytical work, providing online visibility of all audits. The "Kezet" system will become a unified digital platform where employees can see key modules in real-time.

At the end of the meeting, Alambet Shykmamatov thanked the staff for their selfless work and wished them success in the new year.
