Historical Maximum: The State Tax Service Exceeded the Tax Plan by 46.5 Billion Soms

During a departmental meeting, the Chairman of the State Tax Service, Alambet Shykmamatov, presented the results of the agency's work for 2025.

According to the press service of the STS, at the beginning of the meeting, the head of the service congratulated the employees on the upcoming 2026 year and noted that the outgoing year had been particularly successful in terms of achieving the set goals.

He noted that by the end of 2025, the plan for tax and insurance revenues was set at 343 billion soms, however, actual revenues amounted to 389 billion soms. This means that the plan was exceeded by 113.6%, with a gap of 46.5 billion soms.

Comparing with the previous year, the volume of revenues increased by 87.5 billion soms, corresponding to a growth rate of 28.9%. These results set a historical record for the tax service.

“The tax plan was 268 billion soms. In the remaining 2-3 days, we expect to reach a level of 307-308 billion soms. This is 40 billion soms more than the established plan and almost 79 billion soms more than last year,” added Alambet Shykmamatov.

He also emphasized that in 2026, the STS aims to achieve even higher records. For this, the agency has all the necessary resources, including experience, qualified personnel, and the implementation of new mechanisms, digital solutions, and analytical tools.

Among the main tasks for the next year, the chairman of the STS highlighted reducing tax arrears and intensifying the fight against the shadow sector, which will allow increasing revenues to the state budget.

Additionally, he reminded that the president had set a number of strategically important tasks for the tax service aimed at reducing the tax burden on small and medium-sized businesses, as well as on certain sectors of the economy.

“As part of the overall economic strategy, support for production, as well as small and medium enterprises, will continue, along with the expansion of the tax base and attracting investments, both domestic and foreign. Next year, the President will provide additional support—relevant decrees will be developed and changes will be made to legislation, creating conditions for the growth of startups and modern businesses, so that Kyrgyzstan becomes a country with a comfortable business environment,” concluded Alambet Shykmamatov.

Moreover, he announced that a new electronic accounting system "Kezet" will be introduced in January 2026. This system will ensure contactless desk audits and analytical work, as well as online monitoring of all inspections, enhancing feedback with the central apparatus. All key modules will be integrated into a single digital platform.

In conclusion of the meeting, Alambet Shykmamatov thanked the STS team for their selfless work and wished everyone success and prosperity in the new year.
