At the IV People's Kurultai, held on December 26 in Bishkek, Sadyr Japarov spoke about the state mortgage program.
President Japarov mentioned that delegate Saadatbek Kusegenov raised the issue of high housing prices offered by the State Mortgage Company (GIK). Japarov reminded that in 2021 and 2022, the government invited private construction companies to participate in the program, offering to build apartments at a price of 600–700 dollars per square meter, but the companies rejected this offer, asking for 1000 dollars per square meter. In response, the government created the company "Kyrgyzstroyservice," which set the construction cost of housing in the Chui Valley at 700 dollars per square meter "turnkey" for the State Mortgage Company. For other regions, this price was set at 750 dollars per square meter due to additional costs for delivering rebar and cement from Bishkek. As an example, the president cited the residential complex "Muras," where nearly 5,500 apartments are planned to be built on 8 hectares. The State Mortgage Company offers apartments at a price of 950 dollars for a term of 25 years with no down payment. “Why does GIK add 250 dollars? This money does not go into private pockets; it remains within the state company and is intended to cover inflation over 25 years. This is a program created for the people,” noted Sadyr Japarov. Additionally, the president reported that the authorized capital of GIK has been increased to 1 billion dollars, while in 2021 it was only about 10 million soms. In 2026, further capital increases of 1 billion dollars are planned, which will bring it to 2 billion dollars. After that, the government will no longer allocate budget funds, and the State Mortgage Company will independently provide citizens with housing. Sadyr Japarov also added that in the future, mortgage housing will be built in small towns.
