A delegate of the Kurultai proposed to return the Jerooy gold deposit to the state, similar to Kumtor
During the IV People's Kurultai in Bishkek, one of the representatives from the capital put forward an initiative to return the Jerooy gold deposit to state ownership, similar to what was done with Kumtor.
President Sadyr Japarov expressed his opinion on the matter, pointing out that such a decision is impossible.
“When it comes to Kumtor, the company Centerra Gold simply took the deposit and received 475 million dollars, using the mine itself as collateral. They spent 275 million on building the plant, and appropriated the remaining 200 million. Later, by processing gold, they repaid this loan. Because of this scheme, without investing a single tyiyn of their own funds, we returned the deposit to state hands,” the president explained.
The history of Jerooy includes several resales.
“The state alternately took and sold this deposit, resulting in losses of about 500 million dollars. In 2014-2015, it was sold, paying the state 100 million dollars, which quickly disappeared. The state and its leadership are to blame for this – there was insufficient oversight,” Japarov added.
In addition to this amount, investors invested another 350-400 million dollars in the project, building a factory. In total, they invested about 1 billion dollars and continue to operate. “It would be unfair to simply come and take the enterprise now,” the head of state noted.
Some claim that the state receives not even 1% from Jerooy. However, we benefit in other ways. About 5 billion soms come into the budget annually in the form of taxes and other payments. In the Talas region, a development fund has been created where these funds go, and allocations go to the ayil okmotu where the deposit is located.
During the period of 2022-2023, 1.5 billion soms accumulated in this ayil okmotu. Local deputies and the akim could not decide how to spend them, so we changed the leadership of the ayil okmotu and began the construction of social facilities. This is the real benefit for the country,” the president concluded.
