Speaking before the event participants, the head of state highlighted the efforts of the authorities aimed at improving the infrastructure and ecological situation in the capital, as well as its architectural appearance. In recent years, new parks, recreation areas, and bike paths have been created in Bishkek.
The president pointed out the long-standing problem of the landfill in Bishkek, which was put into operation in 1974 and has accumulated about 20 million tons of waste. Every day, between 1,200 and 1,500 tons of garbage were removed from the capital, negatively impacting the ecology.



To address this issue, international practices for waste processing and disposal were studied. In 2023, a delegation from the Bishkek mayor's office visited the Chinese city of Changsha to familiarize themselves with the work of the company "Hunan Junxin," which specializes in the comprehensive processing of solid household waste. As a result, in 2024, the Cabinet of Ministers of the Kyrgyz Republic signed an investment agreement with Junxin Huanbao Key Ji Invest LLC.
The president noted that the new plant in Bishkek is the first of its kind in Central Asia, generating electricity from waste. He added that the implementation of this project will significantly improve the ecological situation in the capital and provide electricity to the population.
The total investment in the project amounted to 95 million dollars, and 12 hectares of land were allocated for its construction, with all expenses financed by the investor. Japarov also reminded of the unsuccessful attempts to create a similar plant in the past with the involvement of European funds, noting that the current project is fully financed by private investments.
The construction of the plant was completed in 18 months, instead of the planned two years. The concession period for the project is 35 years, and it is planned to process up to 365,000 tons of waste annually. The power plant's capacity will be 30 MW, which will save up to 80,000 tons of coal per year and reduce carbon dioxide emissions by 100,000 tons.
The president reported that in the future, similar plants will be built in Osh, Balykchy, and Karakol, and work is currently underway to conclude the relevant investment agreements.
In conclusion of his speech, Sadyr Japarov noted that the state will continue to support initiatives aimed at economic development, attracting investments, and addressing social and environmental issues. He also expressed gratitude to everyone involved in the implementation of the project and to the investors for their contribution to improving the ecological situation in Bishkek.
Additionally, the president announced the decision to award the general director of Junxin Huanbao Key Ji Invest LLC, Dai Daoguo, with the Order of the Kyrgyz Republic "Dostuk" for his contribution to the project implementation and the investment of 95 million US dollars.
