PPP. A portfolio of 90 projects worth 434 billion soms has been formed in the KR.

In 2025, Kyrgyzstan demonstrated outstanding results in the field of public-private partnerships (PPP), with a record volume of attracted investments and the signing of key agreements in areas such as transport, social security, education, ecology, and agriculture. This was reported at a press conference by Ravshanbek Sabirov, head of the National Agency for Investment Attraction.

According to his data, thanks to the successful implementation of PPP projects, the country improved its position in the international ranking, rising from 68th to 22nd place. As a result, a portfolio of more than 90 projects was formed, with a total amount exceeding 434 billion soms. Over the course of 11 months in 2025, 13 agreements were signed, attracting more than 3.8 billion dollars in private investments.

For 2026, the agency plans to construct and maintain a paid eastern bypass road in Bishkek, aimed at improving the road infrastructure of the capital.

Also among the planned projects is the creation of a two-line concrete mixing plant in the Issyk-Ata district of the Chui region, the modernization of an old boiler house in Orlovka for the production of aerated concrete blocks, as well as the development of a modern shopping center "Berekе Bazar" in the Uzgen district of the Osh region, which are important investment initiatives for the country.
“Special attention should be paid to PPP projects in higher education and science. For example, on October 22, the U Nexus Hub was opened at the International University of Kyrgyzstan. This is the first phase of a project to modernize the university through the creation of an innovative academic cluster, with the private partner being the South Korean university Soon Chun Hyang University.

This project is the first of its kind in the field of higher education and science in Kyrgyzstan. Its goal is to scale and implement systemic reforms in education, improve educational programs, develop scientific research, and enhance the international competitiveness of the university,” noted Ravshanbek Sabirov.
