This year, the amount of social assistance under the social contract has increased from 100,000 to 150,000 soms. According to information provided by the press service of the Ministry of Labor, Social Protection, and Migration, in 2025, 13,331 contracts for the amount of 150,000 soms were signed with citizens across the republic.
Representatives of the Ministry of Labor noted that the increase in the amount to 150,000 soms has actively engaged families in the social contract program, which in turn improved the financial situation of family members, enhanced their competitiveness in various business sectors, and helped mobilize labor and property resources for socially beneficial activities. This also contributed to the expansion of business directions and the development of small entrepreneurship.
In 2025, within the framework of this program, 13,964 new jobs were created, with 90% of the participants being women from rural areas.
Participants in the social contract are engaged in various business sectors, including:
agriculture — 77.7%,
services — 8.9%,
manufacturing — 7.3%,
trade — 6.1%.
Additionally, to support entrepreneurial initiatives, program participants can receive interest-free loans for up to three years in the amount of up to 200,000 soms according to their business plans. In 2025, 1,101 participants in the social contract took advantage of this opportunity to develop their businesses.
The Ministry of Labor also emphasized that within the framework of organizing public paid works aimed at improving social infrastructure in the regions, 10,716 jobs were created, as well as 711 new positions for personal assistants.
