The Ministry of Labor, Social Security, and Migration reported that in 2025, 25,391 new jobs were created in the country. The main factor contributing to this employment growth was the social contract program, the amount of assistance for which was increased from 100,000 to 150,000 soms this year. This decision allowed for the signing of 13,331 social agreements for the specified amount across the republic.
The increase in the amount of social assistance attracted more families to the program, which not only improved their financial situation but also contributed to the development of small businesses. This, in turn, led to increased economic activity, especially in rural areas.
According to information received from the ministry, within the framework of the social contract, 13,964 new jobs were created in 2025, of which 90% were women, predominantly from the regions. The most popular areas of employment were:
Agriculture — 77.7%,
Services — 8.9%,
Manufacturing — 7.3%,
Trade — 6.1%.
Additionally, program participants have the opportunity to receive interest-free loans for up to three years for amounts up to 200,000 soms to expand their entrepreneurial projects. In 2025, 1,101 participants of the social contract took advantage of this support.
Furthermore, as part of paid public works aimed at developing social infrastructure in the regions, 10,716 jobs were created, as well as 711 positions within the personal assistant service.
The ministry emphasizes that the social contract program remains an important tool for supporting employment and the development of small entrepreneurship in Kyrgyzstan.
