The goal of the program is to achieve eight key benchmarks, including economic and social indicators, as well as improving international rankings.
Key benchmarks of the program:
- ensuring an average annual growth of real GDP at 8%;
- achieving a GDP of at least $30 billion;
- increasing GDP per capita to $4,500;
- placing the country in the top 30 for achieving the Sustainable Development Goals;
- improving Kyrgyzstan's position in the Human Development Index by ten points.
IndustrializationIn the section dedicated to industrialization, the following measures are planned:
- establishment of a national fund for industrial development;
- development of preferential credit mechanisms for companies investing in energy-efficient technologies;
- creation of pilot clusters in industrial sectors;
- organization of technological hubs (tech parks, innovation centers, business incubators) and other initiatives.
- expansion and modernization of highways, as well as the border crossing points "Torugart" and "Irkeshtam";
- construction of the international road Barskoon – Uchurtfan – Aksu;
- completion of the construction of the railway China – Kyrgyzstan – Uzbekistan;
- implementation of the Kyrgyz-Kazakh industrial trade and logistics complex near the road checkpoints "Ak-Tilek" and "Karasu";
- commissioning of the new border crossing point "Bedel" and other measures.
- creation of full-cycle enterprises in livestock farming using specialized fattening sites;
- increasing the sown area for organic agriculture to 202,000 hectares by 2029;
- supporting local producers in accordance with international quality standards;
- implementation of Class A agrilogistics centers;
- introduction of automated water resource management systems;
- attracting major hotel chains and developing infrastructure in the regions;
- repairing and constructing roads leading to tourist sites;
- forming tourist clusters with developed infrastructure, including ecotourism, medical and sports tourism, and other measures.
- implementation of projects for the construction of hydropower plants "Kulanak", "Kulanak-2", Upper Naryn and Sary-Jaz cascades of hydropower plants, as well as a cascade of hydropower plants on the Chatkal River;
- carrying out key stages in the construction of the Kambar-Ata HPP-1 and Kazarman cascade of hydropower plants;
- construction of overhead power lines and substations to ensure the energy system;
- reconstruction of existing hydropower plants;
- creation of traditional energy blocks and other systems for guaranteed capacity in the energy system.
