Fines for Disruption of Campaigning to be Increased to 10,000 and 20,000 Som

Dastan Bekeshev, a deputy of the Jogorku Kenesh, has introduced a draft law for discussion that amends the Code of Offenses. The innovations concern liability for obstructing lawful election campaigning.

According to the submitted document, Article 65 will be supplemented with new provisions. In particular, for individuals violating campaigning rules, it is proposed to establish a fine of 10,000 soms, which corresponds to 100 calculated indicators.

For officials using administrative resources, the liability will be stricter. For example, if such violations are committed by heads of homeowners' associations or representatives of local self-government bodies, the fine will amount to 20,000 soms, equivalent to 200 calculated indicators.

The justification for the draft law states that this initiative aims to prevent possible abuses during electoral campaigns.
As noted by the deputy, in practice, some heads of homeowners' associations and housing committees continue to secretly support certain candidates, restricting others' rights to place campaign materials or hold meetings with voters.
The draft law also takes into account situations where ordinary citizens obstruct lawful campaigning, for example, by disrupting meetings or exerting pressure on campaigners.

It is mentioned that the adoption of this draft law will not require additional budgetary funds and will not cause negative social or legal consequences. The project is available for public discussion on the official website of the Jogorku Kenesh.
