Dastan Bekeshev: The Bishkek Master Plan Until 2050 is Unlikely to Be Fully Implemented

Deputy Dastan Bekeshev commented on the draft general plan for the development of Bishkek until 2050, pointing out potential difficulties in its implementation. He noted that, despite thorough development, the document may face challenges.

According to Bekeshev, the developers of the general plan propose to leave the city's transport model largely unchanged and focus on the development of public transport. They believe that constructing a metro is impractical due to high costs, implementation complexities, and a lack of local experience, which would require the involvement of foreign specialists. The deputy fully agrees with this position.

At the same time, he pointed out the insufficient consideration of issues related to individual mobility means, such as scooters and bicycles. Bekeshev emphasized the need to allocate separate lanes for these vehicles, as sharing space with cars and pedestrians could lead to an increase in road traffic accidents. According to him, the developers of the general plan intend to revisit this issue during the detailed planning stage.

The deputy expressed particular concern regarding the greening of the city. He noted that the southern part of Bishkek is almost entirely built up, and there are virtually no available plots for creating green spaces. As Bekeshev pointed out, the developers of the general plan stated that after zoning, the responsibility for finding areas for greening falls on the city authorities.

Bekeshev expressed skepticism about the prospects of solving the problem of insufficient greenery in the coming decades. He believes that even with legislative norms in place, the protection of green zones may be at risk due to the interests of the construction business and decisions made by officials.

Regarding the issue of smog, the deputy noted that the developers of the general plan link it to the energy sector. They also claim that wind directions were taken into account during the design process. Nevertheless, Bekeshev expressed doubts that these calculations will be effective in practice, considering the dense construction in the southern part of the city, which may hinder natural ventilation.

In conclusion, Bekeshev reminded that the previous general plan for Bishkek, adopted in 2006 and still in effect, has not been fully implemented, which raises questions about the effectiveness of the new document.
