The main task of the proposed bill is to improve the quality of training for medical specialists and to eliminate cases of reduced levels of professional training caused by the non-compliance of foreign educational programs with the requirements of the state educational standards of Kyrgyzstan.
As part of this project, it is proposed to amend the rules concerning transfer, expulsion, reinstatement, and granting academic leaves for students of higher educational institutions in Kyrgyzstan.
To protect national interests and ensure legality, academic integrity, and to strengthen the international image of the country, in accordance with the instruction of the President of the Kyrgyz Republic dated October 21, 2025, it is proposed to introduce a provision that foreign students may enroll in medical universities only from the first year.
This provision excludes the possibility of transfer and recognition of partially completed educational programs obtained in foreign educational institutions, regardless of the academic certificates presented.
In recent years, there has been an increase in requests from foreign students studying abroad, asking to transfer to higher courses of medical programs in Kyrgyz universities. Differences in educational programs and learning conditions in foreign educational institutions hinder achieving a unified level of professional training.
The draft resolution has been agreed upon with various ministries and departments, and no comments or suggestions have been received.

| Chapter 2. Procedure for Accepting Students from One Educational Organization to Another 3. The transfer of students is carried out during the summer or winter holidays if there are vacant places in the specialty/field of interest to the student. 4. The transfer of students (except for students of the Military Institute of the Armed Forces of the Kyrgyz Republic named after Hero of the Soviet Union General-Lieutenant K. Usenbekov and the Academy of the Ministry of Internal Affairs of the Kyrgyz Republic named after Major-General of Police Aliyev Ergash Aliyevich, accepted on a state educational grant) in the first academic year is allowed after successful completion of the first semester. At this, the minimum number of academic credits earned must be at least 30. The transfer of students in the last academic year is not permitted. 9. The transfer of students under a contract with payment for the cost of education to places funded by the republican budget is not carried out. 10. The transfer of a student from one educational organization to another for the purpose of education, including accompanied by a transition from one educational program of specialty/field to another, in all forms of study, as well as with their change, is carried out upon the personal application of the student. The application is submitted to the rector (pro-rector) for a decision on allowing the student to take the certification.
