The deputy proposes to make government procurement accessible for people with disabilities

Dastan Bekeshev, a deputy of the Jogorku Kenesh, initiated a discussion on a draft law that proposes amendments to the Law on Public Procurement.

The proposed changes concern the addition of a new requirement to Article 12, according to which procurement documentation must include conditions that ensure the accessibility of goods, services, and works for people with disabilities. This includes creating unobstructed access to facilities that are the subject of procurement.

According to the draft, these requirements must comply with the UN Convention on the Rights of Persons with Disabilities, current legislation of Kyrgyzstan, and the principles of universal design. Special attention is paid to procurements related to construction, reconstruction, and major repairs, as well as the acquisition of transport and technical means. In these cases, customers will be required to provide specific technical specifications that guarantee accessibility for all categories of citizens with disabilities.
The justification for the draft law emphasizes that current legislation lacks a clear requirement to consider accessibility in public procurement. This leads to the creation of new facilities that are not equipped for the needs of people with disabilities, which subsequently requires costs for their adaptation.
