Oils and Batteries - Under Special Control: New Environmental Standards Introduced

Amendments to the procedure for handling hazardous waste in Kyrgyzstan have become relevant after the signing of a new decree by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliev.

The purpose of the document is to enhance the level of environmental safety concerning the collection, storage, accounting, and disposal of used batteries and spent petroleum products. These changes are aligned with the norms of the Eurasian Economic Union and the technical regulations of the Customs Union.

According to the new requirements, spent batteries must be collected, accounted for, and sent for recycling or exchanged for new ones. They cannot be discarded in landfills or mixed with other waste. The collection of these batteries should be organized separately, in places such as service stations, auto repair shops, shopping complexes, collection points, and specialized organizations.

Additionally, the requirements for handling used oils and other petroleum products have become stricter. Their collection, storage, and transportation are only permitted in airtight packaging, and recycling must occur using environmentally safe technologies. It is prohibited to use such waste as fuel or to discharge it into the soil, sewage systems, and water bodies.

Organizations are required to keep records of hazardous waste and provide reports to the relevant state authorities and statistical services. Waste disposal and recycling can only be carried out by licensed companies included in the official registry.

These changes will come into effect in seven days.
