A new law concerning bloggers is being developed in Kyrgyzstan. Although they are not considered mass media, their audience can reach millions of subscribers, which imposes certain responsibilities on their activities. This was stated by the Minister of Culture, Information, Sports, and Youth Policy, Mirbek Mambetaliev, in an interview.

The minister noted that this year a law on mass media was adopted, and now his team has begun working on a regulatory act that will govern the activities of bloggers. “We need to clearly define who bloggers are. They have their own subscribers and significant influence on public opinion. Although they do not belong to traditional media, their actions should also be under control,” said Mambetaliev.

He provided examples of various bloggers, including civil servants who run their own blogs and inform their audience. “For example, a blogger who is a civil servant may have 5,000 to 10,000 subscribers, and he usually shares official information. At the same time, there are bloggers with 50,000 or even more subscribers who engage in advertising and entrepreneurship. This requires more careful regulation to ensure a balance of interests,” the minister added.

According to Mambetaliev, specialists from the Ministry of Culture and other agencies are currently actively working on the draft law, which is expected to be completed by 2026.
